would guide us to an opinion whether or not
these three schemes are fit subjects for
assistance from the fund. But from the experience
afforded by the Empire Marketing Fund I don't
think we should be right in interpreting the
Act too literally. If a
scheme is directed
to the development of a Colony's resources, and
may at the same time directly or indirectly
assist employment in Home Industries, it is
prima facie a scheme for consideration.

Kowloon-Canton Railway.

Both of these schemes are in hand
because of their urgency, but the expenditure
has the effect of delaying other schemes which
if undertaken would satisfy the requirements

There are distinct advantages in

providing expert facto assistance from the
Fund, rather than in holding up any assistance
until the further delayed schemes mentioned
by the Governor are prepared in detail, but in
the case of the locomotives, in respect of which
the Governor asks for a £27,000 loan without
interest, the fact is that the Kwantung
Government are to repay as soon as possible
with interest at 6% the cost of the engines
and incidental charges and pay hire for their
use when running on the Chinese section of the
line.
